U’khand Govt sets up 4-tier monitoring system for development projects

On the orders of the chief minister Pushkar Singh Dhami the Uttarakhand government has set up a robust mechanism for monitoring and reviewing the implementation of different development schemes and welfare projects. The government has set up a four- tier system of monitoring and review of the development projects. The CM has appointed ministers of his cabinet as in-charges of different districts and allotted one secretary in every district for the purpose. Apart from these the monitoring is also done at district and at the State administration level.
The Programme Implementation secretary Deepak Kumar Gairola told The Pioneer that the monitoring system has started yielding good results. He said that for effective implementation of the schemes, ‘ Sarkar Janata Ke Dwar’, ‘Hamara Sankalp -Anushasit Pradesh’ and ‘Hamara Sankalp- Bhay Mukt Samaj’ the Programme Implementation department has asked the respective district magistrates to set up committees at district levels. These committees would visit different villages of the district and monitor the implementation of the schemes under district plan, State plan, centrally assisted and externally assisted schemes.
Ministers outperform secretaries in visits
On the orders of the CM Pushkar Singh Dhami the State government has appointed the cabinet ministers and the secretaries in-charge of different districts for monitoring the implementation of government schemes. It is learnt that while all the ministers barring Rekha Arya have submitted the reports of their visits in the district allotted to them, the secretaries are not that enthusiastic. Only seven secretaries have so far submitted the report of their visits to the districts. These secretaries are RK Sudhanshu (Haridwar), Sachin Kurve (Tehri), R Rajesh Kumar (Rudraprayag), Nitesh Jha (Dehradun), Dilip Jawalkar ( Pauri), BVRC Purushottam ( Udham Singh Nagar) and Deependra Kumar Chaudhary ( Chamoli).
The officers of the departments concerned are the members of the district level committees. The committee will send regular reports of its visit to the State administration. Gairola added that earlier there was laxity in parts of the districts but now reports are being received regularly. He informed that the department has also set up a monitoring system of its own under which the officers on special duty attached with the department are allotted different districts. Lalit Mohan Arya monitors Almora, Nainital and Udham Singh Nagar districts, Sanjeev Kumar Sharma monitors Dehradun, Haridwar and Tehri, while Dharmendra Singh Payal monitors Chamoli, Rudraprayag and Pauri districts and Shailesh Kumar Pant has been given responsibility of Pithoragarh, Champwat and Bageshwar districts. Gairola said that the OSDs of the department visited about 60 villages in 18 blocks in the Udham Singh Nagar, Nainital, Haridwar, Pauri and Pithoragarh districts in the month of February and have started their tour for the month of April on Monday. He said that the department also analyses the reports submitted by the minister in- charge, secretary in- charges, districts concerned and the OSDs which they prepare after visiting the villages and discussions with the villagers. Gairola added that based on the feedback and the analysis of these reports, the department remains in constant touch with the respective DM and secretary for solution of the problems.
