In an important decision aimed at strengthening the education sector, reducing dropout rate and encouraging the meritorious students of government and aided schools in the State, the Pushkar Singh Dhami government has decided to launch a major scholarship scheme. Named Mukhyamantri Medhavi Chhatra Protsahan Yojana (junior level), the scholarship scheme was endorsed by the State cabinet in its meeting held on Thursday.
Informing about the scheme the chief secretary SS Sandhu said that a budget of Rs 57 crore has been sanctioned for it. He said that the selection of students would be done on the basis of an examination at block level in which the students who have passed class V would take part. Sandhu said that 10 per cent students in every block would be selected for the scholarship. For selection the students would have to secure at least 70 per cent marks in the scholarship examination. The students of class VI would receive a scholarship of Rs 600, while Rs 700 will be provided to class VII, Rs 800 to Class VIII students and Rs 900 to class IX students per month. The students of class X would receive a scholarship of Rs 1,000 per month. The selection of students for scholarship in class XI (Rs 1,100 per month) and class XII (Rs 1,200 per month) would be done on the basis of marks obtained in class X. All the students who score 80 per cent and above marks in class X would be eligible for the scholarship. The Education department has estimated that about 7,953 students of class VI would be eligible for the scholarship in the first year. The State Council of Educational Research and Training (SCERT) will conduct the scholarship examinations.
In another decision related to the Education department the cabinet approved the proposal to recruit 955 Block Resource Persons (BRPs) and Cluster Resource Persons (CRPs). The BRPs and CRPs will be appointed from the outsourcing agency and a monthly remuneration of Rs 40,000 will be given to them. The cabinet also approved a proposal to provide three chances to the failed students of class X and XII of Uttarakhand board to clear the examination.
Sandhu further said that the cabinet approved the proposal to increase the approval limits of the Expenditure Finance Committee (EFC) headed by him. In view of the increasing incidences of fire in different parts of the State the cabinet decided to set up clear norms for setting up of fire stations, equipment and vehicles. The State will now have seven categories of fire stations. He informed that a representative of the Uttarakhand Environment Protection and Pollution Control Board will be included in the site selection committee for the setting up of stone crushers, hot mix plants, ready mix plants, pulverisers and screening plants. The cabinet also approved the NGO model for setting up of cow sheds. The government grant to the cow shelters has been increased from present Rs 30 per stray cattle to Rs 80 per day.
