Various decisions taken by Police Establishment Committee
Various decisions were taken in the meeting of the police establishment committee presided over by the director general of police Ashok Kumar here on Saturday. Some decisions were taken on reviewing the transfer policy of non-gazetted police officers in the meeting.
It was decided that at one stretch the total posting period of inspector and sub inspector level officers will not be more than eight years in the plain districts of Dehradun, Haridwar, Udham Singh Nagar and Nainital. Similarly, their posting period will not be more than four years in the mountainous districts of Tehri, Pauri, Chamoli, Uttarkashi, Rudraprayag, Almora, Bageshwar, Champawat and Pithoragarh. The posting period of head constable and constable will not be more than 12 and 16 years respectively in the plain districts and six and eight years respectively in mountainous districts. It was also decided that annual transfers will be done in March and that the process will be completed without fail by March 31. Three options will be sought for posting/transfer in new appointments/promotions and from personnel completing the fixed posting period. One of the options will mandatorily have to be a mountainous district. As far as possible, the appointment or transfer will be done to one of the three options stated. In the non-district branches barring police HQ, the maximum posting period of police personnel will be three years. In one police station and the police posts under it the maximum posting period of inspector, sub inspector, head constable and constable will be three years. Similarly, the period of attachment with CPU, ATS and anti drugs task force will also be three years.
It was also decided that in case any officer or employee completes the posting period in the four plain districts, it will be mandatory for him or her to complete the required posting period in the nine mountainous districts in order to get posted again in the plains. Further, if husband and wife are both in government service both should be posted in the same district, city or location as far as possible. If any personnel attempts to exert external pressure against orders or regarding transfer, disciplinary action will be taken as per the service conduct rules and even suspension will be considered. .
