Various decisions taken in cabinet meeting

Various decisions related to Covid-19 and other issues were taken by the cabinet in its meeting presided overy by the chief minister Tirath Singh Rawat on Friday. Cabinet minister and state government spokesman Subodh Uniyal informed the media about the decisions taken on 12 issues in the meeting.
Regarding the Rs one crore each which the MLAs have been enabled to spend on Covid related works in their constituencies, the limit of Rs 25 lakh one time expenditure in remote areas has been removed. This decision is expected to facilitate necessary medical facilities in distant regions. Under the National Health Mission, the Swami Vivekanand Health Society will get exemption on Rs 12.68 lakh stamp duty for purchasing 2.4 hectare land at Bhatwadi. For the 90:10 ratio Haridwar medical college centrally aided project, the expenditure on the construction work in Jagjeetpur which was earlier Rs 325 crore has increased to Rs 538 crore following technical examination. For this, the central government has released Rs 25 crore and the cabinet decided that the State contribution will also be increased in the same proportion. The principals on contract basis in Haridwar, Pithoragarh and Rudrapur medical colleges will be accorded financial and administrative rights on the condition that the joint signature of the finance controller will also be made. The cabinet also granted permission for procuring the MRI machine from Delhi for the Mela hospital in Haridwar on the condition that the permission of the central government will be sought first. Considering the Covid-19 pandemic, the cabinet approved provision of two kilogrammes of sugar to each ration card holder at the rate of Rs 25 per kilogramme for the three months of June, July and August under the national and state food scheme.
Among the other decisions taken by the cabinet, it was decided that a proposal will be sent once again to the Government of India to bring Ghanghariya, Hemkund Sahib and Lokpal Mandir outside the Valley of Flowers eco sensitive zone as uninhabited areas under an amended proposal. In another decision, provision for penalties has been made in residential, industrial, commercial and silent zones under the Noise Pollution (Regulation and Control) Rules 2000. Now, for the first violation Rs 1,000 penalty will be charged from an individual, Rs 5,000 from entertainment facility operator, Rs 10,000 from hotel operator and Rs 20,000 from industrial and mining operators. It was also decided that under the Jal Jeevan mission, technical evaluation permission for works costing upto Rs two crore will now be approved by the district magistrate through a district level committee instead of the state government granting the same. Eco park, Narendranagar, Muni Ki Reti will be run in a society model. In addition to this, the cabinet also decided to give the unoccupied land of the old Tehsil in Ramnagar to the authority free of cost for construction of a multi-storeyed parking facility.
