VS speaker constitutes select committee for municipal corporation bill

Vidhan Sabha Speaker Ritu Bhushan Khanduri has constituted a seven-member select committee of the Assembly for the Uttarakhand (Uttar Pradesh Municipal Corporation 1959) Amendment Bill 2024. The committee will be headed by the State’s Parliamentary Affairs minister Prem Chand Agarwal. Vikasnagar MLA Munna Singh Chauhan, Dharampur MLA Vinod Chamoli, Laksar MLA Shahjad, Bhagwanpur MLA Mamta Rakesh and Dharchula MLA Harish Dhami are the members of the committee. The committee has been directed to submit its report in one month. The select committee will hold deliberations on various aspects of the municipal corporation amendment bill and the issue of OBC reservations.
In the recent monsoon session of Vidhan Sabha held in Bharadisain, the Speaker Khanduri had sent the municipal corporation amendment bill to the select committee of the Assembly.
The bill was based on the recommendations of the one member dedicated commission for determining OBC reservation in municipal corporations. However, some of the MLAs of the ruling party led by Munna Singh Chauhan raised objections to the recommendations of the commission on OBC reservations and demanded sending the bill to the select committee for further scrutiny and discussion. Based on the recommendations of the select committee the government will make changes in the bill and is likely to convene a special session of Vidhan Sabha for passage of the bill.
The passage of the Uttarakhand (Uttar Pradesh Municipal Corporation 1959) Amendment Bill 2024 is necessary for holding of the elections of the Urban Local Bodies (ULBs) in the State. The term of the elected bodies in the ULBs of the State had ended in December last year and in absence of the elections the government had appointed administrators in these bodies.
It is pertinent to mention here that the State government had recently submitted an affidavit in Uttarakhand High Court that the notification for the elections of the ULBs in the State will be issued on November 10 and the process of elections and constitution of elected boards in them will be completed by December 25.
