State govt has requested HC to appoint a Judge for the purpose
In a major decision, the Uttarakhand government has requested the Uttarakhand high court to monitor the ongoing investigations being conducted by the Uttarakhand police in the paper leak cases. In a letter written to the registrar general of Uttarakhand HC, the additional chief secretary Radha Raturi said that youths are demanding that different recruitment scams should be investigated in a transparent manner. She said that the State government has decided that the investigation of the different recruitment scams should be monitored by a judge nominated by the Uttarakhand HC. Raturi said that the registrar general should put up a request to the Chief Justice of the Uttarakhand High Court to nominate a judge for monitoring the investigations of the recruitment scams.
The decision of the State government to get the all the investigations of recruitment scams monitored by a serving judge of HC assumes significance in the wake of the demand of the Uttarakhand Berojgar Sangh and other organisations that a Central Bureau of Investigation (CBI) probe should be ordered in all the cases of paper leaks in the State. An agitation by the unemployed turned violent on February 9 in Dehradun after which the Police used force to disperse the agitated unemployed. The State government received widespread criticism for the use of force on the unemployed demanding a CBI probe in the cases of paper leaks. On the demand of the unemployed, the chief minister Pushkar Singh Dhami had said that he is not ordering a CBI probe as it would result in suspension of all the examinations for next few years. He however assured that the State government would do every possible effort to bring transparency in the recruitment examinations.
Different units of the Police are investigating Village Panchayat Development Officer (VPDO), Graduate level examination, Secretariat Rakshak recruitment examination, forest guard examinations, Patwari Lekhpal written examination, Assistant Engineer and Junior Engineer examinations. These examinations were conducted by the Uttarakhand Subordinate Services Selection Commission (UKSSSC) and Uttarakhand Public Service Commission (UKPSC) respectively.
