MCD issues notice for blatant violations in Sheeshambada waste management plant

Stating that the solid waste management and recycling plant of Sheeshambada is not complying with the Municipal Solid Waste (MSW) 2016 rules to ensure the proper disposal of garbage collected from the designated wards, the Municipal Corporation of Dehradun (MCD) issued a notice to the project manager of the plant on Wednesday.
The notice has been sent on the basis of the report of the inspection conducted by an independent project engineer and senior officials of the health section in December. The notice has been issued by the chief municipal health officer Dr Avinash Khanna stating that the management of the Sheeshambada plant is in gross violation of Concession agreement and MSW 2016 rules. As per the notice, the MCD team found several violations during the inspection. The team observed that the unprocessed waste was dumped on open land of the plant without laying High Density Polyethylene (HDPE) liner and a huge quantity of waste was also stored on tipping floor and internal roads which require immediate processing as it poses threat to the environment. The notice stated that the management was found to be shifting unprocessed solid waste directly to landfill
and refuse derived fuel (RDF) was being dumped to a sanitary landfill site but as per the rules, only inert material should be sent to the latter. The notice also stated that the leachate is also not being treated properly which might cause degradation of surface water as well as ground water and is causing pungent smell in and nearby area of the plant. These are the blatant violations of Environment Protection Act and Ground water protection Rules besides MSW rules.
The chief municipal health officer Dr Avinash Khanna has advised the management to take actions to address all these issues. He has also asked the project manager to improve the quality of RDF and compost generated in the plant and to deploy experienced supervisors to properly conduct each process.
The notice has stated the project manager to take immediate necessary actions in above matters and submit a compliance report within seven days. If the management fails to comply with rules and take actions against the violations then the corporation will take action against it as per the terms of agreement and MSW rules, as per the notice.
