CS calls for real-time monitoring system for STPs in U’khand

PIONEER NEWS SERVICE/ Dehradun
An effective and centralised system should be developed for real-time monitoring of all sewage treatment plants (STPs) in the State to enable continuous monitoring of their operations and compliance with prescribed standards, chief secretary Anand Bardhan said.
He said this while reviewing progress of the 25-point programme at the secretariat on Wednesday.
He directed officials to assess not only the progress of schemes but also their impact on the ground and benefits being received by the public. He directed district magistrates and the secretary, Drinking Water, to regularly monitor STP-related works and ensure full utilisation of STPs as per their capacity.
Bardhan directed the Uttarakhand Pollution Control Board to seriously implement a system of its own STPs in big commercial institutions and group housing, ensure compliance with relevant rules and regular checking of standards.
He stressed ensuring regular monitoring at district level to ensure that areas are not re-encroached upon after removal of encroachments. While reviewing progress of parking development schemes in districts, he asked to expedite pending schemes and resolve obstacles in a time-bound manner.
CS said that complete data should be compiled of monetisation received by beneficiaries from Pirul (pine needle) collection and the number of people benefited, along with an assessment of the increase in their income. He said the success of a scheme should be determined not only by work done under it, but by actual benefits people receive. He also directed that the door-to-door garbage collection and segregation system be effective and that the entire system be regularly monitored from collection to segregation and disposal.
He further directed all DMs to ensure regular monthly review of the 25-point programme, focusing not only on statistical progress but also on ground situation, benefits to beneficiaries and problems being faced. CS also directed officials concerned to identify reasons for lagging progress and ensure time-bound corrective action.
