HC quashes decision to implement fee hike in private Ayurvedic colleges from 2017-18

The Uttarakhand High Court has ordered that the private Ayurvedic medical colleges in the State cannot charge the hiked fee ordered by them in 2019 for students who secured admission during the 2017-18 and 2018-19 academic sessions. 

The court quashed the order of the appellate authority which had granted permission for hike in tuition fee from the 2017-18 academic session. A provision has been made to implement the fee decided by the regulatory commission in its meeting on April 4, 2019 from the 2019-20 academic session. The High Court has directed the Ayurvedic colleges concerned to issue no-objection certificates to the petitioners and the university should issue the education certificate to them after receipt of the NOC. The single bench of justice Manoj Kumar Tiwari issued these orders.

Doon Institute of Medical Sciences, Sahaspur (Dehradun) BAMS students Shivam Tiwari and Vindhya Khatri and students of other colleges had challenged the decision of the regulatory commission taken in April 2019. They had stated that when they had secured admission in the private Ayurvedic medical colleges, the tuition fee was Rs 80,500 per year but this fee was hiked by the commission to Rs 2.15 lakh per year in its April 2019 decision while permitting the implementation of this fee structure from the 2017-18 academic session. Since the students had not submitted the hiked fee, they had not been issued NOCs by the colleges and as a result, the university had not issued them certificates. Due to this, the students were unable to even undergo internships, the petitioners had stated.
