Jugran demands Assembly’s special session for statehood activists’ reservation bill

A senior BJP leader Ravindra Jugran met the chief minister Pushkar Singh Dhami on Wednesday and demanded him to convene a special session of the Uttarakhand Assembly to pass the bill that facilitates 10 percent horizontal reservation for the statehood activists.  Notably, the cabinet sub- committee headed by the minister Subodh Uniyal recommended the bill to be resend to the Governor during the Gairsain session of the State Assembly. 

Resending the bill to the Governor after having it passed in the Assembly is an imperative in view of the Governor having sent it back to the Assembly with a message, Jugran said. He apprised the CM of the relevant section of the constitution under which a bill, once returned by the Governor with a message, can be placed in the Assembly and after being passed again, can be sent back to the Governor with some amendments.  

Jugran said that the CM has given a positive nod to his demand of convening a special session of the Assembly on this crucial matter and reiterated his government’s commitment to have this bill passed again in the Assembly before being sent back to the Governor for his assent.

The BJP leader further said that in its first term the Dhami government had sent the statehood activist reservation bill to Raj Bhawan and after the election, it was sent again.  “When the bill was sent back by the Governor with a message, the undaunted state government constituted a sub-committee headed by the Cabinet minister Subodh Uniyal to consider the matter and after the submission of the sub committee’s report to the Cabinet, the state government is going to act to  take the matter to its logical conclusion,” he added.
