After the School Education department, the Education minister Dhan Singh Rawat has announced cancellation of all attachments in the Higher Education and Technical Education departments.

He said that a large number of teachers and employees in Higher and Technical Education departments are working on deputation in other colleges, universities and departments instead of their original place of posting. This is adversely affecting the academic activities as well as the administrative arrangements in the government colleges and polytechnic colleges of the State, he said.

Rawat said that he has directed officers of the Higher and Technical Education departments to terminate all the attachments of teaching and non-teaching staff before the commencement of the process of the annual transfers in the departments. He said that the officers have been directed send the concerned teachers and staff to their original place of postings following their cancellation of attachments.

Rawat said that the objective of the State government is to ensure balanced and transparent use of human resources in all educational institutions, so that better educational environment can be provided to the students and the functioning of the institutions can become more effective.

The minister’s order to cancel attachments assumes significance because there are a large number of teachers and other employees who are attached in places of their choice from many years. Many of such employees have very good political and other connections with the help of which they attach themselves to the place of their convenience while their salaries are drawn from the college of their original posting. The colleges located in the Durgam (hard to access) areas are adversely affected by the attachments. On Friday, the minister Rawat had directed cancellation of all attachments in the Education department before June 30.
