Monsoon session convened in haste: Yashpal Arya

The opposition Congress cornered the government for what it termed a hastily convened monsoon session of the Vidhan Sabha. Raising a point of order on the second day of the monsoon session on Wednesday, the leader of opposition (LoP) Yashpal Arya said that as per the regulations of the Assembly the notification for convening Assembly session should be issued at least 14 days before the start of the session. He said that the session can be convened at a short notice in case of any emergency situation. Arya said that the government should have cleared as to what was the emergency situation for which the session was convened at such a short notice. He said that the government should decide whether the session is being convened to discuss an emergency situation arising out of the anti- encroachment drive or for the recent rain triggered disaster in different parts of the state. In his response the parliamentary affairs minister Prem Chand Agarwal said that due procedure was followed in the decision to convene the assembly. He said that notification was issued in the national newspaper which is required when the session convened at short notice. The LoP Arya further said that as per the regulations the assembly should have at least 60 sittings in a year but in Uttarakhand only 10 to 12 sittings in a year are being held. He accused the State government of shying away from facing public issues. Arya said that the Congress wanted to have serious discussions on burning issues during the assembly which is not possible if the duration of the session is not increased. The Chakrata MLA Pritam Singh supported Arya and demanded that more sittings of the assembly should be held.
