Monsoon session of Vidhan Sabha, a challenge for State govt

 Amid ongoing relief and rescue operations in Dharali of Uttarkashi district, incidents of flooding and cloud bursts in different parts of the State, damage to the roads, bridges and other infrastructure in the mountainous areas and forecast of heavy rains the upcoming Monsoon session of Vidhan Sabha will be a major challenge for the State government. The session is scheduled to be held at the Bharadisain building of the Vidhan Sabha in Chamoli district from August 19 to 22.

Bharadisain is located at an altitude of more than 7,800 feet above the mean sea level and maintaining smooth road connectivity amid heavy monsoon rains will be a challenge for the authorities. The roads which connect to Bharadisain near Gairsain get blocked at some places due to landslides during the rainy season.  Many slide-zones become active during the Monsoon season on the roads and highways linking Gairsain to Dehradun and other parts of the State. 

Thousands of government officials, employees, security personnel and other resources are needed to be deployed at Bharadisain from different parts of the State for smooth conduct of Vidhan Sabha session.

Apart from it the State government has deployed substantial resources in the ongoing relief, search and rescue operation in the disaster affected Dharali of Uttarkashi.

The officiating secretary of Uttarakhand Vidhan Sabha, Hem Pant told The Pioneer that all the preparations for holding Monsoon session of Vidhan Sabha have been made. He said 545 questions have so far been received by the Vidhan Sabha secretariat for the session. 

However, considering the ongoing disaster relief operations in Dharali and situation of Monsoon in the State, a section of ruling party and government is learnt to have been interested in holding the session in Dehradun instead of Bharadisain, Gairsain. It is pertinent to mention here that the government is under constitutional obligation to hold Monsoon session in the month of August itself as there could not be a gap of more than six months between two sessions.
