PACA appreciates Bhasin for pursuing pending salary issue

The Provincial Aided Colleges Association (PACA) thanked the vice-chairman of the Uttarakhand State Higher Education Upgradation Council, Devendra Bhasin for his efforts in addressing the withheld salaries of teachers and staff at Municipal Postgraduate College, Mussoorie. These salaries have been on hold since October 2025 due to a lack of approval from the management committee.
Following Bhasin’s intervention, the registrar of Hemwati Nandan Bahuguna Garhwal University in Srinagar has sent an official letter to the secretary of Higher Education, Uttarakhand Government, requesting the release of the college staff’s salaries from October 2025.
In addition to this, the delegation presented Bhasin with a memorandum of demands aimed at resolving various challenges faced by teachers and staff at non-government-aided colleges. The memorandum highlighted that, contrary to the government order dated June 12, 2024, female teachers at non-government colleges are not being granted childcare leave.
The delegation requested effective intervention at the university level to ensure that the necessary provisions are incorporated into college bylaws, allowing all female staff in the State to benefit from this leave in compliance with the government order.Further, the memorandum addressed the issue of gratuity payments.
Although the government has set the maximum limit for gratuity benefits at Rs 25 lakh, teachers at non-government colleges are not receiving these benefits equitably. The association urged that necessary steps be taken to ensure a fair distribution. Other demands concerning them were also included in the memorandum, they said.
