The advisor of the State Institute for Empowering and Transforming Uttarakhand (SETU) Aayog, Dinesh Agarwal has said that the commission is working on a comprehensive vision document for Viksit Uttarakhand-2047. Interacting with the media-persons at the State secretariat on Monday, Agarwal said that the vision document will involve all aspects of the State’s economy, ecology and governance and will be released soon.
He said that the Commission is playing an important role in making the State’s policy-making process evidence-based and result-oriented, in accordance with the vision of chief minister Pushkar Singh Dhami and the Prime Minister Narendra Modi’s resolution of ‘Viksit Bharat-2047’.
Agarwal informed that the Commision is working on five areas such as economy and skills, infrastructure and welfare, urban and suburban development, monitoring and evaluation and data analytics. Agarwal said Uttarakhand Bioenergy Policy-2026, Forest Panchayat Rules-2026, and Cooperative Policy-2026 are being drafted and work is also underway on developing future skills and digital skills in various institutions in 119 State colleges with the support of NASSCOM.
He said that in the area of infrastructure and welfare, the Commission is working to establish 17 integrated Smart Village Centres in five districts. He said that in light of rapid urbanization and the increasing population pressure from mountainous areas to cities, a detailed report is being prepared on the transfer of powers to urban local bodies. Agarwal added that work is also underway to strengthen solid waste management and draft a new urban law for the state, ensuring planned development and improved civic services in cities.
He claimed that the Commission is also working to strengthen the systematic evaluation of the State, which was previously largely suspended and proceeding at a slow pace. Evaluations of the Mukhyamantri Palayan Roktham Yojana, Amrit Sarovar Yojana, Border Area Development Programme and Mukhyamantri Swarojgar Yojana have been initiated with the participation of the State universities.
“Emphasis is being placed on digital and data-driven governance. In line with the Prime Minister’s vision of Digital India, a State Data Governance Policy is being developed, with the guiding principle of One Identity, Many Solutions,’’ he said.
Agarwal stated that providing quality education, health and livelihood opportunities in villages will enable young people to envision a better future in their homes and help prevent migration.
He said that he would closely monitor the progress of these works being done by the SETU Aayog so that it could provide more and more effective support to the State government in realizing CM Dhami’s resolve of Viksit Uttarakhand.
