State Govt affects minor shuffle in responsibilities of secretaries

Shortage of officers of IAS cadre emerges in U’khand
The State government made minor changes in the responsibilities of the secretaries on Wednesday. This change was necessitated due to the deputation of the secretary of Elections, Finance and Information Technology Sowjanya on the central government assignment. The State government has given the additional responsibility of secretary, Information Technology, Cabinet (Gopan), Science and Technology to secretary Shailesh Bagauli who holds the charge of secretary to the chief minister, Personnel and Vigilance, Agriculture and Farmer Welfare, and Higher Education. The secretary of Finance and Civil Aviation, Dilip Jawalkar has been assigned the charge of secretary, Election.
It is pertinent to mention here that 2003 batch Indian Administrative Services (IAS) officer Sowjanya was recently relieved for the central government assignment. She would soon join as joint director at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie. Uttarakhand has a sanctioned cadre strength of 126 IAS officers and out of them the State at present has only 76 officers. It is learnt that 2002 batch IAS officer Radhika Jha and 2011 batch officer Ashish Srivastava would soon go on a long study leave from October this year which would further reduce the number of IAS officers in the State.
The State government is expected to get some relief from the shortage of IAS officers after the promotion of 17 officers of Provincial Civil Services (PCS) to IAS cadre which is on the cards. The chief minister Puskhar Singh Dhami had recently approved and forwarded the file of promotion to the department of personnel (DoPT), government of India for necessary action.
