MCD makes safety norms mandatory for road cutting

The Municipal Corporation of Dehradun (MCD) on Tuesday has made it mandatory for departments, agencies and contractors carrying out road cutting or excavation works to install information boards, ensure proper barricading and restore roads within the stipulated time. Dehradun municipal commissioner Alok Kumar Pandey directed officials to strictly follow the norms during works related to water supply, sewerage, electricity, telecom, gas, roads and other civic services.
As per the directions, an information board must be installed at the worksite before excavation begins. It should mention the name of the department or agency, details of the work, approval details, start and completion dates and the names and contact numbers of the concerned officer and contractor or agency representative. The expected date of road restoration should also be mentioned wherever applicable.
The civic body has also made adequate barricading, warning signs, reflectors and other safety measures mandatory at excavation sites. Safe passage for pedestrians must be provided and alternative traffic arrangements made wherever required. At night, adequate warning signs and visibility measures will have to be maintained.
The MCD has directed agencies not to leave excavated roads in an unfinished condition. After completion of work, roads will have to be restored as per prescribed standards within the stipulated time. Construction material and debris must also be removed from the site.
Pandey said that road cutting or excavation without an information board, proper barricading or adequate safety arrangements would be treated seriously. Responsibility will be fixed on the concerned department, agency or contractor and action taken as per rules. The MCD executive engineer has been directed to ensure compliance with these conditions while granting permission for road cutting and excavation. Officials have also been asked to inspect and monitor worksites. Pandey has appealed to residents to inform the civic body if they find excavation sites without information boards, barricading or required safety measures.
