Following the revelation that the teenage victim of the Dehradun ISBT gangrape case was reportedly raped in her hometown of Moradabad in Uttar Pradesh earlier, and was possibly pregnant during the incident in Dehradun, the Child Welfare Committee (CWC) will coordinate with the Moradabad CWC regarding the victim’s safety and security, the chairperson of the Uttarakhand State Commission for Protection of Child Rights (SCPCR) Geeta Khanna said. After the gangrape incident was reported, the victim’s father arrived in Dehradun last week but the girl refused to return home with him. She later disclosed that she had also been raped in Moradabad. In addition, medical reports indicated that she might have been pregnant when she was gangraped in a parked bus at ISBT. Given these circumstances, the CWC aims to ensure the victim’s safety when she returns to Moradabad, Khanna said.
She emphasised the need to consider all aspects of the case, stating, “We cannot ignore these facts. It appears that the child may have been neglected at home, contributing to her traumatic experiences at such a young age.” She added that the Dehradun CWC will approach the Moradabad CWC to ensure that the parents are granted custody of the child only if they are deemed capable of providing proper care. If not, the victim will remain in a dedicated shelter home in a secure environment. The SCPCR will oversee the entire process to ensure the child’s welfare, she said. Khanna informed that it is yet to be decided when the victim will return to Moradabad.
