Dispose of all land related dispute cases within 3 months: CS

Chief secretary Anand Bardhan has directed the district magistrates to dispose of the long pending disputes under sections 34 and 143 of the Land Revenue act within a period of three months.
The CS gave the order while chairing a meeting of DMs at revenue council auditorium on Saturday.
He said that the DMs should initiate immediate departmental action on the issues of serious irregularities in the cases under section 34 and 143. In the meeting he directed that a show cause notice should be issued to the Tehsildar of Vikasnagar for slow disposal of such disputes.
The CS also directed that the process of online mutation should start in all the districts. He said that the RCMS portal will soon start functioning completely for the purpose. Bardhan said that the DMs should ensure that the e-office system also starts functioning in Tehsil headquarters and SDM offices.
The CS expressed annoyance on the cases where the employees are not relieved despite being transferred. On a stern note he directed the DMs that all such employees should be relieved immediately after the end of the meeting.
Bardhan sought a report on the assessment of Patwari posts and tehsil buildings damaged by the recent disaster. He also urged that the promotion process for eligible personnel be completed expeditiously, so that the positions of Patwari, Kanungo, Naib Tehsildar and others are filled quickly.
The CS directed the DMs that the time limit for issuance of all certificates under the Right to Service should be mandatorily displayed in front of the concerned offices, so that the applicants can get information about when the certificates applied for by them will be available.
Secretary and commissioner Revenue Council Ranjana Rajguru and others attended the meeting. All the district magistrates and Kumaon commissioner Deepak Rawat attended the meeting in online mode.
