Anticipating unrest, admin imposes prohibitory orders around Lakhwar project

The district administration has imposed prohibitory orders on Monday under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, in the Lakhwar Multipurpose Project area of Kalsi to maintain law and order during the implementation of the project. Informing this, the sub- divisional magistrate, Kalsi, Prem Lal said that the order has come into effect immediately and would remain in force for the next six months.
The administration officials said that the decision had been taken after Kalsi police raised concerns over possible protests, rallies, road blockades, unauthorized entry into project sites and other activities that could disturb public peace and affect the progress of the project. The administration said that such activities could create law-and-order problems and disrupt construction work.
Under the order, gatherings of five or more people within 500 metres of all project work sites have been prohibited. Unauthorised entry into project offices, residential colonies, construction areas and other project- related locations has also been banned. No individual or group will be allowed to organise protests, demonstrations, rallies or sloganeering in the area without prior permission from the competent authority.
The administration has also prohibited carrying sticks, rods, weapons, knives, flammable materials and loudspeakers in the project area. Any attempt to damage project machinery, vehicles, equipment or other government property or to obstruct project work, will be treated as a punishable offence.
However, local residents will be allowed to travel through the restricted zone for reaching their homes and carrying out farming activities, provided they follow all conditions of the order. People have also been directed to follow instructions issued by security personnel and administrative officials deployed in the area.
SDM Lal appealed to the people to cooperate with the administration and maintain peace. He also warned of strict legal action against anyone found violating the prohibitory orders.
