The Dehradun traffic police are set to resume manual challans against two wheeler riders and pillion riders travelling without helmets, as the number of helmet related violations rose from 2,835 in 2025 to 4,943 in 2026. The drive is expected to be restarted soon to improve road safety ahead of the festive season.
At present, the traffic police issue manual challans for violations such as riding without a helmet and driving on the wrong side. However, manual challans for the rule requiring helmets for both the rider and the pillion riders have been reduced in recent months.
The Dehradun circle officer (Traffic) Jagdish Chandra Pant said that the traffic police had been issuing fewer challans for the double helmet rule for some time. The Regional Transport Office (RTO), however, has continued taking action against such violations from time to time.
He said that the traffic police would now restart the manual challan drive to ensure better compliance with the rule.
Under the double helmet rule, both the person riding a two wheeler and the pillion rider must wear helmets. Riders may face penalties if either of them is found travelling without one.
The decision comes ahead of the festive season, when traffic movement is expected to increase on city roads. The drive also aims to improve compliance with traffic rules and reduce the risk of serious injuries in road accidents.
