Noise Pollution: Human Rights panel seeks report from police

The Human Rights Commission has sought a report from the Dehradun senior superintendent of police over the use of prohibited pressure horns, modified silencers and rash driving in the city. The commission registered the matter as a case on July 20 and has directed the SSP to submit the report by November 3. The action has brought renewed focus on noise pollution and road safety in Dehradun.
The complaint, registered under case number 1150/35/5/2026, raised concerns over vehicles fitted with pressure horns and illegal retro silencers. It also highlighted speeding and negligent driving on the city roads. The commission said it would examine the police report before deciding on further action.
Pressure and multi tone horns often produce loud and sharp sounds and may cause unnecessary noise pollution when they exceed prescribed limits. Loud modified silencers can also violate vehicle standards if they are installed without meeting legal requirements.
The issue affects not only motorists but also pedestrians, roadside residents, shopkeepers and other road users. Sudden loud sounds disturb people and may also distract drivers, increasing the risk of accidents when combined with rash driving.
The police will now have to explain what action has been taken against vehicles using prohibited horns and illegal silencers. The report will also show whether regular checking and enforcement are being carried out in the city.
