In a major decision, the State government has handed over the responsibility of the operation of the Samarth portal to the universities. The State administration will only be responsible for monitoring of the portal. A direction in this regard was given by the Higher Education minister Dhan Singh Rawat during a recent review meeting of the department.
He said that the universities should take charge of the operation of the Samarth portal. On a terse note, the minister said that 90 days of class room teaching is mandatory in every semester while 180 days of classroom teaching should be there in one year in all the higher education institutes of the State and universities concerned and the higher education directorate hold the responsibility of ensuring this.
He also directed the officers that the administration process, convocation and declaration of results are done as per the academic calendar in the State. The minister said that the process of recruitment on the vacant teaching and non-teaching posts should start and the institutes should ensure minimum 75 per cent attendance.
In the meeting the minister said that the timely payment of the prize money to the students clearing the competitive examinations and the payment of scholarship to the meritorious students should be done. He said that two government colleges in every district will be made autonomous colleges and directed the officers to start the process in this regard.
The vice president of the Uttarakhand Higher Education Promotion Council Devendra Bhasin, secretary of Higher Education Ranjit Sinha, additional secretary Manuj Goyal and other officers attended the meeting.
