Former Khanpur MLA served notice after 18 pending challans

The regional transport office of Dehradun division has sent a notice to former Khanpur MLA and BJP leader Pranav Singh Champion.
As per the notice, 18 challans are pending on his car from nearby states and cities including four from Uttarakhand issued by the Dehradun RTO. The issue of his pending challans came to light after his son, Divya Pratap Singh, was accused of assaulting R Yashovardhan, the son of former Uttarakhand chief secretary S Ramaswamy on November 15 at Rajpur Road in Dehradun.
Singh was reportedly travelling in a Land Cruiser registered in his father’s name when the assault occurred. Over the past five years, this vehicle has reportedly received 28 challans related to overspeeding and pollution in Delhi, Haryana, Uttar Pradesh and Uttarakhand. Four of these challans were issued by the Dehradun RTO. Following the incident, the Dehradun RTO issued a notice to Champion.
The regional transport officer (Administration) Sandeep Saini said that each subsequent overspeeding challan increases the fine and may lead to a three-month suspension of the driver’s license. The notice sent to the former MLA directs him to appear at the RTO office within seven days with the original driver’s license of the person operating the vehicle at the time of the violations.
The notice mentions that the vehicle, registration number UK07DN0001, had received an overspeeding challan on July 26, 2025, in addition to 18 previous challans. The RTO is seeking clarification on the identity of the driver for all violations and has issued instructions to resolve the matter. Failure to comply may result in blacklisting of the vehicle registration and further action under the MV Act, Saini added.
