Jugran requests governor to approve women reservation bill

Senior leader of BJP in Uttarakhand, Ravindra Jugran has requested the governor of Uttarakhand to give his approval to the bill granting 30 per cent reservations to the women of Uttarakhand in the government jobs of the State. This bill has been pending in Raj Bhawan for the last two weeks which has generated speculations regarding the fate of the bill. Jugran has written a letter to the governor in which has said that it appears that the Raj Bhawan is in dilemma over the article 16 (3) of Constitution. “I want to make it clear that the parliament can make laws on the subject. The state legislatures can also make laws regarding this and it was incorporated by fourth amendment in the constitution. Similarly the Supreme Court (SC) in the Indira Sahni case had said that women are an oppressed/ vulnerable class and the state governments can enact laws to provide reservation to the women in this regard,’’ Jugran said in his letter.
The BJP leader said that the law would prove to be a milestone in ensuring empowerment to the women of the State.
It is pertinent to mention here that the Uttarakhand assembly in its budget session held in November last year had passed the Uttarakhand Public Services (horizontal reservation for women) bill 2022 with voice vote.
The bill was necessitated in view of the stay imposed by the Uttarakhand High Court (HC) on the 30 per cent reservation granted to the women having domicile of Uttarakhand in the government jobs of the State.
