Rs 25,000 crore to be spent on developing Gairsain in next 10 years, announces CM

A sum of Rs 25,000 crore will be spent during the next 10 years on the development of summer capital Gairsain.  A committee will be formed under the chief secretary to ensure the planned development of this zone. Chief minister Trivendra Singh Rawat made this announcement at the 21st State Foundation Day function organised at the Vidhan Sabha campus in Bharadisain at Gairsain on Monday. This was the first occasion when a chief minister celebrated the anniversary of the state’s creation at Gairsain after its being declared the summer capital.

The CM said, “Uttarakhand has now entered its 21st year. On this historic occasion, we commit to remove the load from the heads of every woman. Work is underway on an elaborate scale for this purpose. The women of Uttarakhand are very hard working. Our attempt is to economically empower them through skill development.”

Recalling that Uttarakhand was created for development of remote mountainous region, Rawat said that he had visited many remote and border villages. Respecting public sentiment, Gairsain was declared the summer capital as it is also a symbol of the pain of the state’s mountain dwellers. He said, “From the start, development of remote areas has been out priority. For this we started rural growth centres. Of the 104 such centres approved, more than 40 have been opened. There are immense employment opportunities in what nature has given us. We are taking up self-employment as a campaign and have made provision for loan and grant under the Mukhyamantri Swarozgar Yojana. Directions have been issued to spend 40 per cent of the district plan on self employment in the districts. Further, we are providing water connection for Re one in rural areas. We are also working to provide employment to 10,000 people under CAMPA.”

The CM also announced that priority will be accorded to self help groups (SHGs) for procurement of state products upto Rs five lakh. Interest free loan will be provided to SHGs located in about 500 villages worst affected by migration. In order to resolve the common man’s problems, the building map approval by district development authorities (DDAs) will be simplified and relaxations will be provided. In urban areas, water connection will be provided to the poor at Rs 100. Further, a toll free helpline will be established for fighting against corruption. The Mukhyamantri Saubhagyavati Yojana will be launched for women and children with provision for Saubhagyavati kit to the first born child. In addition to this, the state will prepare its export policy while police outposts will be set up in the border areas of the state.

 
Making various announcements for Gairsain he declared that a centre of excellence will be established under skill development scheme. He granted approval for construction of internal roads, drains and other civic works in Gairsain Nagar Panchayat while stating that a mushroom compost production unit will be established in Gairsain block. The CM also approved two modern model labs in government inter college at Gairsain. He further declared that 40 Anganwadi centres of Chamoli district will be included under Bachpan project. Provision will be made under this project for power through mini solar plant, toilets, water, furniture, swings, almirahs, educational toys, floor tiles, wall painting, gas connection and uniform. Rawat further declared that an alternate motor road will be built to Auli from near Hanumanshila in Badagaon. He approved construction of 15 kilometres in the first stage. Based on the feasibility after a survey, a multipurpose reservoir will be built at Durmi for pisciculture, boating, electricity generation and other purposes. He also approved provision of landslide treatment and water drainage along with construction of two additional class rooms at the government girls inter college in Gopeshwar. A model apple orchard will also be made based on clonal root stock. Cold storages will also be built in Karnprayag Mandi, Badagaon in Joshimath block and Salbagad in Ghat block. The CM also announced various other developmental works for Gairsain and other parts of the Chamoli district on the occasion.

Vidhan Sabha speaker Prem Chand Agrawal also expressed his views on the occasion. Cabinet minister Madan Kaushik, state ministers Dhan Singh Rawat, Rekha Arya, MLAs Surendra Singh Negi, Mahendra Bhatt, Munni Devi Shah, Bhafat Singh Chaudhry, officials and the locals were also present on the occasion.

CM distributes digital ration cards

The chief minister Trivendra Singh Rawat distributed digital ration cards under the one nation, one ration card initiative during the State Foundation Day function at Bharadisain in Gairsain. The CM presented symbolic ration cards to three residents of Chamoli district. Under the one nation, one ration card system, a resident of any area using a ration card can procure ration from a PDS shop anywhere in India. Under this scheme, the citizens of India will be free to procure their share of ration from a PDS shop in any state.
