RTO inspects vehicle dealers in Dehradun over complaints

Following complaints received from vehicle owners, the Regional Transport Office (RTO) conducted a site inspection of motor vehicle dealers in Dehradun on Wednesday. Regional Transport Officer (RTO) administration Sandeep Saini said that vehicle owners have been expressing concerns that despite purchasing vehicles from registered dealers, their ownership has not been transferred. This lack of transfer can cause difficulties for owners, especially in cases of challans or other legal actions. In response, a campaign has been launched to act against such vehicle dealers.

Saini said that on his instructions the enforcement team inspected several motor vehicle dealers, including UK Classic Car Market, Auto Care and Dream Car Bazaar, among others. According to Rule 55A, 55C, 55D and 55E of the Central Motor Vehicles Rules, 1989, dealers of used vehicles are required to obtain an authorisation letter from the relevant transport office.

He further added that during the inspection, numerous motor vehicles were found on the premises, intended for buying and selling. However, when the establishment owner or representative was asked to present the authorisation certificate issued by the registration authority, they were unable to provide a valid certificate, nor was one displayed at the establishment. Further, no evidence was presented showing the maintenance of vehicle records or lists on the Vahan portal, nor was there any record of properly informing the registration authority about the vehicles. Notices have been issued to all the institutions involved, directing them to respond within seven days, he said. Saini has appealed to all used vehicle dealers to ensure they obtain authorisation letters from the transport office before engaging in the buying and selling of vehicles, in accordance with the rules.
