Animal lovers object to heavy penalties on dog owners, MCD stands by regulations

Some locals and animal lovers have opposed the decision of the Municipal Corporation of Dehradun (MCD) to impose hefty fines on pet owners and those feeding dogs in open areas. They argue that the penalty amounts are excessive, especially for open defecation by pets and have submitted objections to the corporation. Despite the opposition, the officials said that the corporation will stand firm on its decision. In its recent board meeting, MCD approved fines of Rs 5,000 for feeding dogs on roads or other open areas and for keeping unregistered or unvaccinated pets.
The corporation will also impose a penalty of Rs 3,000 for allowing dogs to defecate in public spaces and Rs 2,000 for not keeping dogs on a leash. Pet owners who feed their animals in open areas will also face a penalty of Rs 5,000. While many residents have welcomed the move, those opposing it insist that the penalties must be reconsidered and made more reasonable. However, senior municipal veterinary officer Dr Varun Aggarwal said that MCD has no plan to do so right now. He stated that some animal lovers have approached the corporation regarding increased penalties on dog related offences in the past few days. “We have explained to them that the step is aimed at addressing recurring complaints about hygiene and public inconvenience,” he said.
He stated that earlier, the corporation used to impose fines started at Rs 200 but recovering the amount cost the corporation nearly Rs 1,000. Small fines failed to influence behaviour and higher penalties were required to deter repeated violations, he said. Aggarwal also stated that penalties alone will not resolve the issue. He said that the corporation is preparing to set up 20 to 25 designated dog feeding shelters across Dehradun. These shelters are intended to provide fixed spaces for feeding, thereby reducing conflicts in public areas.
He added that the corporation will continue to spread awareness about responsible pet ownership and the importance of registration, vaccination and cleanliness.
