Congress submits memorandum to municipal commissioner over garbage, encroachments & urban infrastructure woes

Congress leaders from Dehradun Mahanagar unit on Tuesday submitted a memorandum to the Dehradun municipal commissioner Namami Bansal, flagging what they described as an escalating civic crisis in Uttarakhand’s provisional capital, seeking time-bound corrective action.

Led by former Mahanagar president Lal Chand Sharma, the delegation opined that the MCD is struggling to cope with rapid population growth driven by migration, education hubs and tourism. Sharma said that unplanned urbanisation and limited municipal capacity have strained core infrastructure, including water supply, sewerage, roads and solid waste management.

Garbage disposal emerged as a central concern. Sharma said Dehradun generates hundreds of tonnes of waste daily, yet door-to-door collection, segregation of wet and dry waste, and scientific processing remain weak. He also questioned delays in ward-level works despite approval of repeat-charge tenders, calling for accountability and immediate execution. Traffic congestion caused by encroachments and repeated road cutting was cited as a growing safety hazard, with demands for better inter-departmental coordination.

Former MLA Rajkumar warned that unchecked encroachments on footpaths, drains and green areas are eroding Dehradun’s ecological balance. He said enforcement drives often target small vendors while failing to offer lasting solutions. Rajkumar urged strict implementation of the master plan, protection of green spaces, action against illegal construction and a humane policy for slum regularisation in coordination with the MDDA.
