DM initiates action against sons under Goonda Act after widow alleges threat

Dehradun district magistrate Savin Bansal invoked the Goonda Rules, 1970 after a widow Vijaylakshmi Panwar approached his office alleging that her two sons regularly assault her, demand money and have threatened to kill her.
The woman stated that her sons, both drug addicts, often return home intoxicated and beat her with sticks or fists when she refuses to give them money. The officials informed that on August 22, the victim appeared before the DM and sought protection.
Following her complaint, Bansal ordered a confidential inquiry through local officials and residents, which confirmed that the sons repeatedly assaulted their mother and issued threats. They stated that based on these findings, the DM exercised his special powers under the Goonda Act and registered the case in his court without routing it through the police or judiciary.
The authorities served notices to both sons, directing them to appear before the DM’s court on August 26 at 10:30 AM to present their response. Officials stated that if the accused fail to provide a satisfactory explanation, the matter will be decided on a fast-track basis, which could include an order of externment from the district.
