MCD selects Bhopal based agency to replace REEL for operating Sheeshambada waste management plant

The Municipal Corporation of Dehradun (MCD) has finally selected a Bhopal based agency for the operation of solid waste management and recycling plant in Sheeshambada on Thursday which is presently managed by Hyderabad based company, Ramky Enviro Engineers Limited (REEL). The corporation will also select a new agency to carry out door to door garbage collection services in 47 out of 100 wards within two days. REEL, which also manages the door to door garbage collection service besides the waste management plant announced its departure in August after the corporation refused to comply with its terms like increase in the rates of its services by MCD and approval for establishment of waste to energy plant in Sheeshambada.

The MCD officials clarified to the agency that setting up of a waste to energy plant in Sheeshambada would be against the rules. They were also unsatisfied with the work of REEL in the plant and door to door service and had asked them to make improvements in their work before expecting any raise but the agency did not comply and decided to leave. Since then, the corporation has been making efforts to select new agencies to replace REEL. The MCD floated the first tender in September in which five companies participated but three companies were eliminated after they failed to meet the corporation’s required criteria. Out of the remaining two companies- Delhi based Akanksha company and Mumbai based Excel, the MCD team did not find Akanksha ‘s work satisfactory during the physical inspection  of the work site  as claimed by the  company in documents. Since no one was left to compete against Excel to run the plant as per the tender, the MCD decided to float the tender again as a fair practice, as per the officials. MCD floated a second tender in October in which five companies including Excel participated and was one of the final two selected agencies.

The corporation finally selected the Bhopal based agency NACOP on Thursday. The chief municipal health officer Dr Avinash Khanna said that MCD will sign a five-year agreement with NACOP to operate the waste management plant. He also said that though the MCD has chosen an agency for door to door service as it offered the lowest bid in the tender and fulfilled required criteria, it has been issued a letter to clarify how it plans to conduct work at the minimal prices claimed by the agency. “We want to ensure that the agencies we select must be efficient in their work as per the agreement. We will announce the name within two days if the agency gives satisfactory response to MCD,” said Khanna. He said that both companies will start operation soon after November 15 which is the last working day of REEL.
