The terminated employees of Vidhan Sabha have claimed that 86 employees were appointed in the Uttarakhand Vidhan Sabha from the year 2001 to 2003 despite a blanket ban on such appointments. These employees have contended that this ban was enforced under the government orders (GOs) of the Uttar Pradesh government dated September 2, 1992 and March 7, 1994 and the Uttarakhand government’s GO of March 6, 2002.

One of the terminated employees said that their appointment is being challenged in the light of the GO of Uttarakhand government dated February 6, 2003 which had put a ban on contractual and ad hoc appointments with some relaxations. He said that GOs of UP and Uttarakhand applicable before 2003 were more stringent and as per them there was a total ban on such appointments during the period but even then 53 ad hoc appointments were made in the year 2001 while 28 and five appointments were made in the years 2002 and 2003 in the Vidhan Sabha. These appointments were later regularised.
