The leader of opposition (LoP) in State Vidhan Sabha, Yashpal Arya has said that the government should ensure that the duration of the upcoming budget session of Uttarakhand Vidhan Sabha is of at least 21 days. In a letter to the chief minister Pushkar Singh Dhami, the LoP has said that the members seek answers from the government on many issues related to their constituency during question hour and under other rules of the Vidhan Sabha. He said that the ministers are constitutionally bound to provide satisfactory and factual replies on the questions of the members.
Arya said that as per the convention, days are fixed for the ministers to answer the questions related to their departments and Mondays are fixed for the questions related to the departments headed by the chief minister.
He said that a total of nine assembly sessions have so far been organised during the current fifth Vidhan Sabha- the tenure of which commenced on March 29- and only 32 sittings ( working days) have so far been held which is very less when compared with other states. Arya highlighted that during these 32 days, question hour was never held on Mondays. He said that the CM holds about 40 portfolios out of the total 75 which includes departments such as Home, Peyjal, Disaster Management, Power, Urban Development and Parliamentary Affairs.
He said that apart from increasing the duration of the budget session of Vidhan Sabha, the government should ensure that it functions on at least three Mondays.
