Low FIR conversion rate in cyber crime cases in Uttarakhand

Uttarakhand has reported a low FIR conversion rate in cyber crime fraud cases in 2025. According to official data, the FIR conversion rate in the state is only 1.80 per cent. During the year, around 350 complaints related to cyber fraud were received under the Information Technology (IT) Act. This shows that only a small number of complaints are being converted into formal police cases.

When FIR conversion rates across states are compared, Telangana stands at the top with a rate of 15.16 per cent. This highlights a big gap between Uttarakhand and other states in taking cyber crime complaints forward for investigation. 

Senior superintendent of police of the Special Task Force (STF), Navneet Singh Bhullar explained the current process followed by the police stating that as per Police Headquarters guidelines, cases involving an amount of more than Rs 20 lakh are investigated by the STF. Cases involving less than Rs 20 lakh are registered as zero FIRs and sent to the concerned district police for further action.

Bhullar also said that in the coming time, zero FIRs will be registered directly, which is expected to increase the number of registered cases and improve the FIR conversion rate. He added that cyber crime follows a similar pattern across the country. Senior citizens and retired people are more at risk, as cyber criminals often target them due to their limited technical awareness.
