Migration must be stopped in border villages: CDO

While reviewing the action plan of the financial year 2026-27 involving schemes like Chief Minister’s Border Area Development Programme and the Chief Minister’s Migration Prevention Scheme, the  Uttarkashi chief development officer Jai Bharat Singh directed the officials concerned from various departments to include those works in the action plan which can directly benefit the residents of the border areas.

He further said that the proposals that create employment locally should be given top priority so that youth have access to livelihood opportunities in villages. “This will prevent migration,” he said and added that these schemes should not remain confined to paper, but should be effectively implemented on the ground.

The meeting discussed in detail the schemes of the departments of Agriculture, Horticulture, Education, Animal Husbandry, Industry, UREDA, Dairy Development, Electricity, Forest, Tourism, Fisheries and Rural Development.  The CDO directed the Agriculture department to ensure that before launching self-employment-based schemes, the climate and geographical conditions of the respective area must be examined, so that the schemes prove sustainable.
He directed the chief agriculture officer to ensure 100 per cent implementation of schemes like solar pumping and water lifting, and also to prioritise livelihood enhancement initiatives in the action plan.

Emphasis was also placed on exploring large-scale possibilities in the animal husbandry sector. The CDO laid stress on promotion of public welfare schemes such as poultry farms, goat rearing and cow rearing. He also stressed the need to implement modern and self-employment-based schemes such as hydroponic units, ropeway construction, drone spraying and mushroom cultivation.

The meeting also reviewed the Vibrant Village Programme and the 25-Point Programme. The CDO directed officials to submit the annual calendar, including progress reports on previous work under the 25-Point Programme by April 30.
