Agency fails to provide sufficient data to Dehradun authorities on NARI 2025

The representative of PValue Analytics, the agency behind the National Annual Report and Index on Women’s Safety (NARI) 2025, failed to provide sufficient data regarding the survey to the Dehradun authorities on Monday. The agency representatives will now meet them again on September 15.

The Dehradun police had earlier issued a notice to PValue Analytics, seeking complete details and data that led to Dehradun being ranked among the 10 most unsafe cities out of 31 surveyed in the NARI. However, when the agency’s representative met with the authorities, he only submitted general information already available in the published report.

The superintendent of police (Rural) Jaya Baluni, who is leading the inquiry, said, “The representative failed to present any detailed data. He simply reiterated that the survey was conducted through computer-assisted telephone interviews with 400 women in Dehradun. We asked for clarity on how these women were selected, how their contact information was obtained and how their residence in Dehradun was verified.”

According to Baluni, the agency has requested a week’s time to compile and present the complete dataset to the police. Team members involved in the research and analysis will be present too. The report, which named Dehradun as one of the most unsafe cities for women, has stirred public concern and raised questions about the credibility of its methodology. “The findings have created a negative perception among women, young girls and parents in Dehradun,” said Baluni.

“While we have consistently taken steps to ensure the safety of all citizens, especially women, we need to scrutinise the basis of such claims. If the data holds merit, we will take appropriate steps to address any shortcomings. However, if we detect irregularities, necessary action will follow.” The chairwoman of Uttarakhand State Commission for Women (USCW) Kusum Kandwal also met the representative on Monday and asked him to present all the necessary data to the commission too.
