PIONEER EDGE NEWS SERVICE/ Dehradun

Taking a dig at the ‘ Char Saal Bemisal’ programme organised by the State government on Monday to celebrate completion of four years of Pushkar Singh Dhami government in office, the Uttarakhand Congress said that the people of State have suffered a lot in these years and they have made their mind to throw BJP out of power in 2027.

Addressing a press conference at Rajiv Bhawan on Monday, the chairperson of the campaign committee of the party and former PCC president Pritam Singh said though the size of the budget has increased, the price rise is at all-time high and the dependence of the State on central government has increased.

He said that the 15th Finance commission (FC) had given a sum of Rs 28,000 crore to Uttarakhand in the last five years but the 16th FC has refused to provide central assistance The central government has also decided to do away with the GST compensation which will be a big loss for the State. He said that in the data presented in Lok Sabha, the Union government has said that the rate of malnutrition in women is 56 per cent which exposes the tall claims of the State government. Singh said that contrary to the tall claims of the State government that 30,000 youngsters were provided government jobs in the last  four years, more than 10 lakh unemployed are registered in the employment exchanges of the State. He said that the Union government had set a target to double the income of the farmers by 2022 but the fact is that the agriculture sector is showing a growth rate of – 4 per cent. He said that the prices of fertilisers and diesel are increasing due to which farmers are suffering.

Singh said that the Migration Commission set up to tackle migration in the State has migrated to Dehradun, more than 1,700 schools have been closed and the report of the Comptroller and Auditor General (CAG) has exposed corruption in Smart City and Namami Gange projects. Singh said that the hospitals and medical colleges in the mountainous areas have become referral centres and the disaster management department of the State has proved to be a failure.

Manglaur MLA and the AICC secretary, Qazi Nizamuddin said that the budget presented by Dhami government in Bharadisain, Gairsain was replete with acronyms and verbosity to attract the attention of the people but the fact is the budget has no provision for development and lacks vision. He said that the debt burden on the State has increased by 144 per cent as compared to 2017 and a sum to the tune of Rs 34,000 crore is spent annually to pay the interest of this debt.

He claimed that the difference between the budgetary estimates and the actual spending has increased considerably which puts a question mark on the reliability of the government. There are departments such as Social Welfare which failed to utilise 43 per cent of its allotted budget last year which shows that there is complete lack of accountability.
