The Municipal Corporation of Dehradun (MCD) officials informed that about 200 economically weaker section (EWS) families in Dehradun will receive the first instalment for home construction next week. The funds will be released under the Beneficiary-Led construction (BLC) component of the housing scheme, under the Pradhan Mantri Awas Yojana–Urban (PMAY-Urban) 2.0, which supports eligible families who either do not own a permanent house or live in unsafe, all-weather-unfit structures.

Social development specialist at MCD, Ramesh Chauhan said that each beneficiary is entitled to a total grant of Rs 2.75 lakh, comprising Rs 2.25 lakh from the Centre and Rs 50,000 from the Uttarakhand government. “This is a non-repayable grant. Any additional construction cost would be borne by the beneficiary,” he said.

Chauhan said that the first instalment of Rs 20,000 would be released next week possibly after February 14 and subsequent payments would be linked to construction milestones. Among the approved beneficiaries, the Dehradun city area under MCD accounts for 88 cases, followed by Doiwala (42), Mussoorie (27), Vikasnagar (25) and Herbertpur (18).

Authorities have signed agreements with beneficiaries at their respective urban local body offices, outlining the approved house design, construction schedule and other required details. A mandatory five-year lock-in period applies after completion, during which the house cannot be sold, rented or mortgaged and must be used solely for residential purposes.

Chauhan added that the applications are submitted through the Central government portal and undergo physical verification, including checks on residency status, land ownership and document authenticity. Thereafter, the funds are released in stages: Rs 20,000 as an advance, Rs 90,000 at the plinth level, Rs 1.20 lakh at the lintel or roof stage and Rs 45,000 upon completion. Payments are transferred directly to Aadhaar-linked bank accounts to ensure transparency and accountability. Progress of the construction is monitored through geo-tagged photographs and third-party quality inspections, he added.
